PhilHealth ER2: report new employees
The PhilHealth Er2, "Report of Employee-Members", is the list an employer sends PhilHealth to report newly hired employees. This guide is for the owner or HR person of a registered employer. At the end you will have a completed Er2 and know when it is due.
Who files and when
The employer files it. PhilHealth's page says to submit the ER2 indicating the names of newly hired employees within 30 days from assumption (PhilHealth, Reporting Your Employees). Its Employer's Quick Guide says all newly hired employees must be reported within thirty calendar days using the Er-2 form (PhilHealth Quick Guide). Separated employees are not on the Er2; they are indicated in the RF-1 within 30 days from separation (PhilHealth).
The form's own instructions say an employer not yet registered sends it in two copies together with the Employer Data Record, and an employer already registered sends it in two copies to report newly hired employees (PhilHealth Er2).
What to bring
- Your employer number. - For each new employee: their PhilHealth number (or SSS/GSIS number), full name, position, salary, date of employment, and previous employer if any. - PMRF forms for new employees who are not yet enrolled; the PhilHealth circular on registering new business entities asks the employer to attach these (PhilHealth Circular 2023-0006). See how to fill the PMRF.
Step by step
Open the PhilHealth Er2. The form reads, in order (PhilHealth Er2):
1. Check one box: Initial List (attach to Form Er1), or Subsequent List. The form ties the Initial List to Form Er1, which is the employer registration; an employer already registered and adding new hires would tick Subsequent List. 2. Name of employer/firm, Employer No., Address, E-mail address. Write the registered name and your employer number exactly. The form's instructions say to indicate your registered name and employer number accurately in the remittance report (RF1), or your payments cannot be credited. 3. One row per employee. Columns: PhilHealth/SSS/GSIS number, name of employee, position, salary, date of employment, and previous employer (if any). The PhilHealth number of the employee goes in the first column. 4. Do not fill the column "Eff. date of coverage" (the form says so). 5. Total number listed, page _ of _ sheets, and the signature over printed name. 6. Make two copies; the form says it is accomplished in duplicate.
The instructions say all columns must be filled correctly except the effective date of coverage.
Mistakes that hold up a report
- Filling the "Eff. date of coverage" column, which is not yours to fill. - Missing PhilHealth numbers, with no PMRF attached for a member who has none. - A name or employer number that does not match PhilHealth's records. - Waiting past 30 days from the date the employee started.
Part of a small employer's yearly and monthly duties.
