Turning 60: PhilHealth as a senior citizen, your pension and your 20% discount: your forms

You are 60 or older (or filing for a parent who is) and want PhilHealth coverage, your pension claim and the senior benefits the law gives you.

Forms in this pack: PhilHealth Member Registration Form (enroll as a senior citizen); Claim Form 1 for a hospital stay; SSS retirement claim; Update your SSS pensioner record.

PhilHealth Member Registration Form (enroll as a senior citizen): A senior not yet covered by any PhilHealth membership enrolls with one PMRF, filed through the Office for Senior Citizens Affairs (OSCA) of the city or municipality, or at PhilHealth with the senior ID or a government ID.

Claim Form 1 for a hospital stay: When a hospital cannot check the senior's coverage online, the claim carries the PMRF and proof of senior status with the usual claim forms; Claim Form 1 is the member and patient part.

SSS retirement claim: For an SSS member at 60 who has stopped working, or at 65: a monthly pension with 120 or more monthly contributions, else a lump sum.

Update your SSS pensioner record: Later, when the pensioner's address, bank account or status changes.

Filipinos 60 and older who are not covered by any PhilHealth membership are covered as senior citizens; their premiums are paid by the government from the sin tax law (RA 10351). Enroll with one PMRF through your city or municipality's OSCA, or at PhilHealth with your senior ID or a government ID.

At a hospital with PhilHealth's online portal, a senior shows the senior citizen ID or proof of age and identity. Without the portal, attach the PMRF and proof of senior status to the claim.

With the senior citizen ID, seniors get a 20% discount and no VAT on medicines, doctors' and dental fees, lab tests, fares, hotels, restaurants and funeral services (RA 9994).

Indigent senior citizens are entitled to a monthly social pension of not less than ₱1,000 (RA 11916).

SSS retirement pays a lifetime monthly pension to a member with at least 120 monthly contributions before the semester of retirement; with fewer, a lump sum. Optional retirement is at 60 after you stop working, technical retirement at 65.
